A disaster has been declared in Germany's Emsland region after a rocket test sparked a wildfire which has been raging for two weeks. Around 1,000 people could be evacuated from two villages near Meppen, which is close to Germany's border with the Netherlands. Local authorities can seek assistance from other regions after a disaster is declared.
