Congress leader M Veerappa Moily on Sunday said that PM Narendra Modi and the Centre made a "grave mistake" by announcing the lockdown without notifying the states. Moily said, "States could have made more preparation. This was just imposed like a shock." He added that the Centre should now tell its plan after the lockdown period ends to avoid "chaos".
