Congress leader Veerappa Moily on Monday claimed that Prime Minister Narendra Modi would have been "number one accused" in the Rafale deal had Lokpal been implemented. Criticising the Centre in the Lok Sabha over Rafale, Moily alleged the deal has become a "household scandal". He said, "When bullet of corruption is hit, his (PM Modi's) broad shoulders cannot bear it."
