South Korea on Monday proposed a law that would require its citizens to get official permission before using the internet to exchange digital material with anyone in North Korea. A law already regulates physical goods sent into or out of North Korea, a government spokesperson said. In December, South Korea had banned the launching of propaganda leaflets into the North.
