Separation of powers, bills and ordinances explained

Separation of powers divides government into legislature, executive and judiciary: Parliament makes laws, the executive implements them and courts interpret law. A draft becomes a bill when presented to a legislature and becomes an Act after both houses and the President give assent. Ordinances are emergency executive laws valid for six months and rules, regulations and bylaws implement Acts.
