Joe Biden laughs at himself after fumbling on 'kleptocracy', video surfaces

A video has shown US President Joe Biden fumbling over the word 'kleptocracy' during a speech. Biden is heard saying, "We're going to seize [Russian oligarchs'] yachts, luxury homes and other ill-begotten gains of (Russian President Vladimir) Putin's kleptoc- yeah- kleptocracy and klep- the guys who are the kleptocracies." He's heard laughing at himself, saying, "But these are bad guys."
