Ukrainian government has stopped issuing passports to men of fighting age living abroad. The move comes after Ukrainian Foreign Minister Dmytro Kuleba suspended consular services for males aged 18 to 60 until May 18. The ministry further said applicants seeking a special certificate declaring they wished to return to Ukraine would be able to get help at embassies and consulates.
