Christine Schraner Burgener, the outgoing UN envoy for Myanmar, said that "civil war" has spread throughout the country. She said the world should consider measures aimed at replacing the military junta's leaders with people who are more constructive. The measures could be sanctions imposed by individual countries or by the UN Security Council, but "it's up to them", she added.
