'0' or '+91' prefix to be optional in STD calls

Several mobile operators have simplified the procedure of dialing numbers nationwide by removing the '0' or '+91' prefix required to make STD calls. The move is seen as a major step towards the implementation of full mobile number portability (MNP) in the country. Few operators still requiring the prefix are likely to drop them before the MNP deadline in July.
