The Supreme Court criticised state governments for announcing freebies before elections, while hearing a plea regarding Tamil Nadu Power Distribution Corporation's proposal to provide free electricity to all. "We are not talking of Tamil Nadu in particular...We are talking of pan-India. What kind of culture are we developing?" SC asked. It said states are running into deficit but giving freebies.
