A UK public inquiry found that 23,000 deaths could have been prevented in England if the first COVID-19 lockdown had been announced sooner. The UK was one of the worst-hit European countries with over 1,28,500 deaths by mid-July 2021. The report also criticised Boris Johnson's government for "toxic and misogynistic" culture, saying that women's voices "often went ignored".
