Around 46% cases pending in courts are against the Centre and states, according to data from the Ministry of Law and Justice. The Central government alone has 1.3 lakh pending cases against it. Further, the departments with most pending cases are railways (66,685), finance (15,651), communications (12,642), home affairs (11,668), defence (3,433) and health & family welfare (3,275).
