Boeing CEO Dennis Muilenburg has said the safety systems on the planemaker's 737 MAX jets were designed properly. However, the pilots didn't "completely" follow procedures the company had outlined to prevent the kind of malfunction that probably caused two fatal crashes, he added. "We design these systems...[but] these airplanes are flown in the hands of pilots," he further said.
