Delhi CM Arvind Kejriwal on Monday said that the development is stuck up at the Secretariat as 90% of the IAS officers do not work and hold up the files. He added that if working is the criteria for not making New Delhi Municipal Council employees permanent, first IAS officers should be made the temporary staff.
