A man once established a country in international waters

Major Roy Bates, who served the British Army during the World War II, established a country 'Sealand' in international waters off the eastern shores of Britain in 1967. Often referred to as the smallest country, it was built on an abandoned British fortress. As a country, Sealand also developed a constitution, minted official currency and commissioned its own stamps.
