A Bolivian judge has scrapped an arrest warrant for the exiled former President Evo Morales, enabling him to return to Bolivia without risk of detention. Last year, prosecutors issued the arrest warrant accusing him of sedition and terrorism. Earlier this month, Morales' socialist party had swept back into power after Bolivians elected Luis Arce as the new president.
