California city declares emergency after cyberattack

A California city has declared a local state of emergency after a cyberattack disrupted its Information Technology network and affected critical systems used for 911 call routing, police and fire dispatch, municipal records and other city services. Suisun City, a community of roughly 30,000 people located between San Francisco and Sacramento.
