Can states refuse to implement a central law like Waqf Act?

As opposition-ruled states resist the Waqf Amendment Act, 2025, the Supreme Court has limited the number of legal challenges it will hear. Despite political opposition, constitutional provisions make clear that states cannot opt out of implementing central laws. Article 256 obligates states to comply, while resolutions passed by state assemblies carry no legal force.
