Goa minister Vijai Sardesai, who had called domestic tourists 'scum of the earth', has said that he cannot be apologetic about it and that he wants to "retain the unique identity of Goa". Adding that he had been quoted out of context by the media, Sardesai said that the section of tourists who have no civic sense are not welcome.
