Congress General Secretary Jairam Ramesh has demanded that the right to vote should be made a fundamental right. "It would be a powerful step in putting in place safeguards against...arbitrary disqualifications...under the SIR (special intensive revision) process," Jairam said. He claimed that Sardar Vallabhbhai Patel believed that the universal adult franchise was an implicit fundamental right.
