The Supreme Court observed that when called upon to decide a reference under Article 317 of the Constitution, the Court must embark on a fact-finding inquiry. The Court answered a reference made by the President of India, pertaining to a member who was nominated to the APPSC and there were allegations of misbehaviour against her.
