DeepSeek 'China-controlled', can be used to cause harm: OpenAI

OpenAI, in a policy proposal, called Chinese AI startup DeepSeek "state-controlled" and "state-subsidised". It further stated that China could compel DeepSeek to manipulate its models to cause harm. The proposal, made under US President Donald Trump's 'AI Action Plan' initiative, also called for a ban on China-made AI models "that violate user privacy and create security risks".
