Stating that Delhi is not a state but a Union Territory with special features, the Centre on Tuesday told the Supreme Court that the local AAP government doesn't have any exclusive power to govern Delhi. The Constitution empowers the President, his nominee Lieutenant Governor, and the Union of India to administer Delhi, the Centre added.
