Did this happen because he's from J&K?: Dy CM on Chief Secy not getting extension

J&K Deputy CM Surinder Choudhary questioned the Centre for not granting an extension to Atal Dulloo, who retired as Union Territory's Chief Secretary. "Is it because he belonged to J&K?" he asked. He added that officials elsewhere were granted extensions, but "why the same not granted to Dulloo?" He further said government should've appointed someone from J&K as Dulloo's successor.
