Congress leader Shashi Tharoor on Tuesday said the quality of political discourse is declining and stressed that standards shouldn't be lowered to match those using abusive language. His remarks came after Congress chief Mallikarjun Kharge, at a rally in Kerala, said, "PM Narendra Modi can fool people who are illiterate in Gujarat...but you cannot fool the people of Kerala."
