A US driver, who called for help after running out of fuel, allegedly stole a police car and ran out of fuel again. Troy James called for help claiming his car had no fuel. The responding policeman tried to detain him citing his bizarre behaviour. Following this, James stole the car and drove off but was caught by police officers.
