Delhi court, which discharged 23 people including ex-Delhi CM Arvind Kejriwal in excise policy case, said CBI's prosecution narrative was speculative. The prosecution case was built on "conjecture and speculative constructs" rather than legally admissible evidence, it stated. The court added CBI's 12% wholesale margin theory was "demonstrably erroneous, economically illiterate".
