With Himachal receiving only 14.7 mm rainfall against the normal 101.8 mm, February has turned out to be yet another dry month of the winter season, recording an overall rainfall deficit of about 86 per cent. During the current winter season, only January recorded a marginal surplus of 6 per cent rainfall, while December and November witnessed deficits of 99%.
