FIFA referees chief Pierluigi Collina explained Germany's extra-time goal against Paraguay was disallowed because Waldemar Anton obstructed goalkeeper Orlando Gill before Tah's header. He said players may hold position, but moving deliberately to block opponent without playing ball is foul, especially against goalkeepers. Germany head coach Julian Nagelsmann had labelled the decision "scandal".
