IRTSA recommended a five-level setup, with fitment factors of 2.92 (for employees in levels 1-5), 3.50 (levels 6-8), 3.80 (levels 9-12), 4.09 (levels 13-16), and 4.38 (levels 17-18). If accepted, a level 17 employee's salary could jump from ₹2.5 lakh to ₹10.95 lakh.
