British politician Neil Kinnock called US President-elect Joe Biden a "truly tough guy" who will "ensure great service to the USA and to the world." Biden was an official candidate for Democratic nomination ahead of 1988 presidential election but was forced to withdraw the nomination in September 1987. It was after it was revealed that he had plagiarised Kinnock's speech.
