High-speed driving doesn't always mean rash driving: Delhi HC

The Delhi High Court said high-speed driving doesn't always mean driver was driving in a "rash and negligent" manner. The court said this while acquitting a man who was accused of killing two pedestrians in 2012. The man was earlier awarded an 18-month jail term in the matter. He claimed he lost control of vehicle due to "sudden tyre bust".
