The Russian Daredevil couple arrested for scaling the Empire State Building and staging a proposal 1,454 feet above ground had accessed a hatch on the 103rd floor, according to preliminary reports. The 103rd floor isn't open to public and is used for water tower maintenance, however, the 102nd floor is. It's unclear how they got from 102nd to 103rd floor.
