How did Lucknow beat cleanest city Indore to top govt rankings on 'efforts to improve air quality'?

Lucknow has deployed around 1,100 electric vehicles for door-to-door waste collection and has now 140 electric buses. Around 97 electric mechanised sweeping machines have been deployed for road cleaning, and 559.85 km of roads have been paved, helping prevent dust from being thrown into the air by passing traffic. Lucknow now has arrangements for 100% scientific processing of municipal waste.
