How does El Niño cause droughts in one region & floods in another?

El Niño weakens trade winds, allowing warm Pacific water to shift eastward and move the main zone of rising, moisture-filled air with it. This brings more rainfall to some regions, such as parts of the eastern Pacific, while sinking air over the western Pacific suppresses clouds and rain, causing drier conditions. Its effects can travel globally through atmospheric circulation changes.
