How does US' PERM program, from which it suspended few Indian firms work?

The US suspended major Indian IT firms from Permanent Labor Certification (PERM) programme, which lets an employer hire a foreign worker to work there permanently. The employer has to get a certified labour certification application from the Department of Labor, underlining that there aren't many US workers and that the foreign worker won't affect wages of similarly employed US workers.
