Until 2018, then Finance Minister Arun Jaitley carried Budget documents in a leather briefcase, sticking to a British tradition, and so did Piyush Goyal in his 2019 interim Budget. FM Nirmala Sitharaman replaced the briefcase with a traditional red cloth 'bahi khata' in 2019 and 2020. In 2021, Sitharaman read out the Budget from a tablet as it went paperless.
