How many ministers can a state have?

The 91st Constitutional Amendment Act of 2003 capped the size of the Council of Ministers at 15% of the total strength of the Lok Sabha or a state Legislative Assembly. For smaller states with 40 or fewer Assembly members, the Council must have at least 12 ministers. The limit includes the Prime Minister or Chief Minister, as applicable.
