How was Old Monk selling 'pure' rum despite it having only 5% rum?

Old Monk's sale was banned in Maharashtra after FSSAI objected to its "7 years old blended" claims on the bottles, claiming its rum contains 95% extra-neutral spirit and less than 5% actual rum. Old Monk was selling flavouring agent-containing spirits as 'pure' rum, saying they'd disclosed their mix on the bottles. However, the Bombay HC flagged their disclaimer's minuscule size.
