EU leaders at the Brussels summit on Thursday failed to convince Hungarian PM Viktor Orban to lift his veto on a €90 billion ($103 billion) EU loan to help Ukraine continue its fight against Russia's invasion. EU officials ​said Ukraine could run short of money within weeks if it doesn't receive new funding. Notably, Hungary maintains cordial ties with Russia.
