Finance Minister Nirmala Sitharaman said she is not in favour of giving 'freebies' to the poor which cannot be sustained by the government's normal welfare budget. "Many states made promises which they couldn't sustain...If you just are a 'free-loading' state with committed expenditure being high and new sources of revenue not being identified...it's not going to help," she added.
