India's First Secretary Raghoo Puri hit out at UN rapporteur for calling Dawood Ibrahim's D-Company 'India-based'. He said that long before Dawood was listed by the UN Security Council for his ties with Al-Qaeda in 2003, he had been wanted in India since 1993. "To date, he remains a wanted criminal in my country," Puri added.
