A labrador bit a 53-year-old retired Lieutenant Colonel at a residential complex in Pinjore in Haryana's Panchkula district on Friday, following which police have booked the dog's owner. Lt Col Rajpal Singh (retired) alleged the dog owner deliberately kept the dog unleashed to intimidate neighbours. Singh added that this was the second time the dog bit him.
