Johannesburg is the worst city for expats overall, followed by Frankfurt am Main, Paris, Istanbul and Hong Kong, according to InterNations' Expat City Ranking 2022. Other cities in the list include Hamburg, Milan, Vancouver, Tokyo and Rome. "Among the bottom 3, financial concerns and administrative hurdles make life abroad difficult," InterNations said.
