Maharashtra's Sindhudurg is the cleanest among 53 well-performing districts in the plains while Himachal Pradesh's Mandi tops the list of 22 districts in the hills, a Swachh survey for rural India has revealed. The survey was based on parameters like households' accessibility to safe toilets, lack of litter or wastewater in their vicinity, and cleanliness at public places.
