Parliamentary Committee on the Welfare of Scheduled Castes and Scheduled Tribes has recommended the government to make the use of false caste certificates a punishable offence. There must be limitation period for verification of caste certificates of SCs and STs as verification at the fag end of a beneficiary's service or post-retirement amounts to mental and financial agony, it added.
