A Chinese man named Shen purchased a flat on a newly developed unauthorised building's 34th floor in Xian in 2013 for ₹33 lakh, a third of the average housing price. He realised four years later that his under-construction apartment building had only 32 floors. The builder then offered a 32nd-floor flat to Shen, which he couldn't afford.
