Marco Rubio asks those 'wanting change' in Cuba to partner with CIA

US Secretary of State Marco Rubio asked those who "seek to create positive change in Cuba" to form a "discreet partnership with CIA". "The disappointment of failed promises, corruption...and privileged lives of only a few...seize this opportunity to create the change you desire," he said. Earlier, Donald Trump said US "would take care of Cuba" on way back from Iran.
