MCD relies on owner-produced certificates to gauge buildings

The most-significant finding from a ground check of ageing buildings in Daryaganj is not simply the condition of the structures. It is the regulatory gap behind them as the Municipal Corporation of Delhi (MCD) has itself said its department has no mechanism to ascertain the structural stability of a building and, instead, relies on structural stability certificates produced by owners.
