Nepalese President Bidya Devi Bhandari has refused to approve amendments to the country's citizenship law, which seek to give citizenship certificates to children whose parents' whereabouts are unknown. The deadline for Bhandari to sign the bill was Tuesday midnight. The bill has been passed by the Parliament twice, after Bhandari once earlier had sent it back.
